You may need to install the PAM development libraries.
Depending on what distribution you are running having software installed do not install the development headers etc for the
software.

Example, Debian:
libpam, libpam-dbg, libpam-dev, libpam-doc

PAM will work with libpam installed, documentation is in the libpam-doc package and devel / debug in libpam-dev, libpam-dbg
respectively. To build PAM software you need libpam-dev.
