CoA trigger support in freeRadius 2.1.10

Right now I'm using something like this

echo 'User-Name = \"$username\", Acct-Session-Id = \"$sessionid\", ERX-Service-Activate:1 = \"tiered(512000,512000)\"' | radclient -r 1 -x <nasip>:1700 43 <key>

the number 43 is the equivalent of a CoA-Request

Now this is obviously for Juniper ERXes, I'm not sure how it would work for something else.
