SNMP Traps

  See raddb/trigger.conf in the "master" git branch.

  The server can now send traps when it starts, when a home server is
marked "dead", "alive", etc.

  The functionality is abstracted so that it doesn't *have* to be SNMP
traps.  Instead, a set of triggers is pre-defined in the server, and
those triggers cause arbitrary scripts to be run.

  The scripts currently send triggers, but they can also be changed to
send email, etc.
