What's the policy on adding attributes to VS dictionaries that are never sent over the wire?

What's the policy on adding vendor-specific attributes to vendor dictionaries for attributes that will never be sent over the wire, i.e. 'temporary' attributes for policies that will eventually be distributed?

I currently have an attribute that I would like to add to 'our' (i.e. Janet's) dictionary that is just a processing flag. The reason I don't want to use one of the Tmp-* attributes is because they may be in use by other policies in the deployer's policies, so a specific attribute for this would suffice. 

If you "don't care", then great, but suggestions/recommendations are welcome :-)
