New activity for FreeRADIUS (the high performance and highly configurable RADIUS server)

Change priorities of Auth-Type sections.  Fixes #914

Based on authorize, but now different.  The priorities are
from high to low:

	notfound, ok, noop, updated

So that any module return "notfound" means failure.
But noop and "updated" are lower priority than "ok"
