Debug vs. Run mode

Where is your binary?

might be under /etc/rc.d/rc.radiusd start

Or depending where your binary is located

/opt/freeradius/sbin/radiusd
will start it

/opt/freeradius/sbin/radiusd -x or -xx
for debug.
