proxy eap request and local authentication

I am doing local auth such as the example below in my users file

00097c78dd2d Auth-Type := Local, User-Password == 00097c78dd2d
   Tunnel-Type:1=13,
   Tunnel-Medium-Type:1=6,
   Tunnel-Private-Group-Id:1=23


I also need to proxy eap request to another radius server.

I have tried using  DEFAULT   Auth-Type:= EAP, Proxy-To-Realm := realm
name , Fall-Through=yes   

However the Default profile seems to apply to every user. Is there
anyway to separate these auth types.
