Disable automatic stop messages (was "Client-IP-Address = 127.0.0.1" messages coming from?)

  I'm not sure what you mean by that.  Are you sharing databases
between the two services?

  You should really use a different radutmp database for each service.

  As for disabling the automatic messages, see rlm_radutmp.c
