  I'm not sure what you mean by that.  FreeRADIUS *is* an AAA server,
and can proxy EAP-SIM (in RADIUS packets) to other RADIUS servers.
FreeRADIUS can also get authentication data from a database, and do
the EAP-SIM authentication itself.
