OK, it looks like this is not a problem with rlm_perl:

DEFAULT Auth-Type := Accept
       3Com-User-Access-Level = 3Com-Monitor

# radiusd -X
(...)
Sending Access-Accept of id 76 to 192.168.139.254 port 2048
        3Com-User-Access-Level = 3Com-Administrator
(...)


DEFAULT Auth-Type := Accept
        3Com-User-Access-Level = 1

# radiusd -X
(...)
Sending Access-Accept of id 77 to 192.168.139.254 port 2048
        3Com-User-Access-Level = 3Com-Monitor
(...)

Anyway, handling of 3Com-User-Access-Level is wrong.
