You have Framed-IP-Address already set, probably by the Service-Type
entry in users file. ippool in radiusd.conf has an option to override,
but I don't think that there is one in sqlippool.conf.

Options:

Remove Framed-IP-Address setting in users file or use ippool with
override=yes instead of sqlippool.
