we simply return them in the form of

Tunnel-Medium-Type = "IEEE-802"
Tunnel-Type = "VLAN"
Tunnel-Private-Group-Id = "666"

I'll asume that your cisco device is properly configured so that
it accepts such attributes and acts on them - and that you
have use tunnelled reply = yes for your eap.conf settings in freeradius.
