  You can't use "Auth-Type := Accept" to force authentication for EAP.
It doesn't work.  Ever.  It's impossible.

  And the access point should NOT send the Access-Accept back to the
RADIUS server, no matter what happens.  The AP is broken, but that
shouldn't affect normal uses of it.
