  Not "could", but "can".  People do it all of the time.  Best estimates
are nearing 100K installations, and 400M users being authenticated
through FreeRADIUS.

  Having an AAA server that doesn't implement policies is sort of like
having a web server that can't read local files.  Nice in theory, but
almost no one would use it outside of specialized applications.
