No radtest debug output

One system is doing this:

# radtest cjl 'password' 127.0.0.1 1 secret
Sending Access-Request of id 188 to 127.0.0.1 port 1812
	User-Name = "cjl"
	User-Password = "password"
	NAS-IP-Address = 192.168.1.1
	NAS-Port = 1
rad_recv: Access-Accept packet from host 127.0.0.1 port 1812, id=188,  
length=20


The other is doing this:

# radtest cjl 'password' 127.0.0.1 1 secret
	User-Name = "cjl"
	User-Password = "password"
	NAS-IP-Address = 192.168.1.1
	NAS-Port = 1

It looks like I've done something to make DEBUG or vradlog or  
something stop outputting but I can't find it.  Any thoughts?  radtest  
doesn't make much sense without the debug output.
