FreeRADIUS 2 not listening on right port

TBH, I've compiled release and CVS versions of freeradius 1.1.x
and 2.0.x on centos, fedora core, RHEL3, ubuntu 7 and 8
and have never seen this issue before. 

you running SELinux or some sort of security tool?
