Sorry, I do not understand why you would have PAP between Radius and  
LDAP server, as there is no authentification between the two.

If your question is more like "I have clear text password  for each  
user on LDAP. Can I use it?", then, as far as I understand, the  
answer should be yes. (I think that there are documentation for this  
on the wiki, as far as I remember.)

(However I am far from being a Radius specialist and even less a LDAP  
one.)
