how to sending EAP-Request/Identity in EAP AKA

Hi All,
I m using freeradius as EAP AKA server .
When i run radiusd ,it  waits for requests from peer.
If server wants to send "EAP-Request/Identity" then how it should be done?
I want the server to request the identity from peer.
