Suse SLES 10SP2 with freeradius 2.x

No idea, sorry. You say this is SLES10SP2 which I haven't used, have you 
tried
- FR2.1.0?
- clean slate install perhaps in a VM?
- fall back to SLES10SP1?

Other than that I have nothing to suggest
