I don't think that the price of oracle is the problem. Without 3rd party
there is no way to have a real cluster solution.

1) Try to use a sql proxy which cares about replication for you. For
example http://community.continuent.com/community/sequoia .

2) Try to split your database for different tasks.

3) Ask a good database consultant for a solution.
