accepting any login attempt with CHAP (not MS-CHAP)

  That's likely because you put the "Auth-Type := Accept" in the wrong
place.  What does "radiusd -X" say?  And where did you put "Auth-Type :=
Accept"?

  Auth-Type := Acceptwill do it.
