Aruba-User-Vlan, how to configure RADIUS to send the that aruba VSA to the controller

  In fact, Access-Challenges are not supposed to have VSAs.

  You need to put the VSA into the Access-Accept.  You can do this by
adding it in the "post-auth" section.
