Start delayed due to MySQL server failure

  Ensure that the MySQL server is running before FreeRADIUS starts.

  But there's nothing in the code which says "wait 3 minutes to connect
to MySQL".  When I run similar tests, it starts up immediately, even if
the MySQL server is down.
