I hope you didn't just copy 1.x configuration over to 2.x, they aren't 
compatible.

I see from your debug output you're running 2.1.0 but the current 
version is 2.1.9. To the best of my knowledge 2.1.9 is available as 
pre-built binaries for all the major distributions.

The behavior you're seeing has nothing to do with whether the ldap 
server is on the same host as the radius server.
