problem with packet management on freebsd

Hi,

i have the problem with packet management running on freebsd:

FreeBSD# pkg_add -r freeradius-mysql-1.1.8_4.tbz
Error: Unable to get
ftp://ftp.freebsd.org/pub/FreeBSD/ports/i386/packages-9-stable/Latest/freeradius-mysql-1.1.8_4.tbz:
File unavailable (e.g., file not found, no access)
pkg_add: unable to fetch
'ftp://ftp.freebsd.org/pub/FreeBSD/ports/i386/packages-9-stable/Latest/freeradius-mysql-1.1.8_4.tbz'
by URL

but i can access by ftp
ftp.freebsd.org/pub/FreeBSD/ports/i386/packages-9-stable/Latest/
and download freeradius-mysql-1.1.8_4.tbz

what can be a problem?
