Thanks for your kind reply.
It works.
As you and Phil advised, I edit 2 files.
/usr/local/etc/raddb/sites-available/default
/usr/local/etc/raddb/sites-available/inner-tunnel
The script Phil wrote was put right after "sql" line.

Yes in the authorize section, thats why the script is encapsulated within and authorize {} stanza :)
