rlm_eap: SSL error

Thanks, I ended up deleting all the recently created files in
/etc/raddb/certs and issuing the bootstrap command.

I did have to mkdir /var/run/radiusd after I saw an error about a file
radiusd was looking for there, but it works fine afterwards.
