That's one reason it's good to use pre-packaged builds, this stuff is 
sorted out for you and you don't have worry. 2.1.12 will be available 
for RHEL 6.3 in the next update cycle, which is soon. However in the 
meantime ...

make sure the directory /var/run/radiusd exists, it has permission 0710 
and it's ownership is radiusd:radiusd

If after that you still have problem you might be running with old 
SELinux policy, check for AVC's in /var/log/audit/audit.log. If you have 
an AVC for that directory upgrade your SELinux policy. As a workaround 
if you're getting AVC's turn off SELinux with setenforce 0 (but don't do 
this on a production server!)
