  No.

  Please READ the debug output.

  See?  That's the real error.

  Or you could read the last line, and claim there's a "parse error".
Instead, you ignored the last line, ignored the earlier lines, and
picked a random line out of the middle.

  Go to raddb/certs and run the "bootstrap" script.  It initializes all
of the SSL data for EAP.
