no response from server for ID 10 socket 3 error

I have a radius server (freeradius2).  I'm attempting to use the ldap 
module to connect and use my ldap server users (389-directory server).

Prior to making changes to various config files, I was able to get an 
accept packet when running: radtest testing password 127.0.0.1 0 testing123

I have added the ldap host info to /etc/hosts.

I have added the following to /modules/ldap:

I have also added the following to clients.conf:

I have checked to make sure that iptables and ip6tables are turned off.  
I can also ping ldap-dev-001.brontolabs.local which is the ldap server, 
from the radius server.

Any ideas?
