Weird. Upon closer inspection, it looks like the problem is the 
right-hand side of the expression, which I didn't spot.

I wonder if it's reading from "outer.request" because it's inside 
"outer.reply"?

Does:

update {
   outer.reply:User-Name := &request:User-Name
}

...work?
