Originate COA in Freeradius 3.0.x

  Talloc is frustrating at times, but is very useful.

  Yeah... I spent the last 2-3 days fixing that.  Use the v3.0.x branch
from git.  It has a number of CoA bugs fixes.  Apparently no one else is
using it.

  We *are* adding regression tests for most of the bugs we're fixing.
So that should help for future work.

  The fixes will be in version 3.0.3.
