You can't telnet to a RADIUS server which uses UDP. You'll get 
'connection refused' which means nothing in this test since there is no 
RADIUS TCP port.

tcpdump will show traffic but you will have to run it BOTH the server 
and the NAS end to demonstrate end to end connectivity.
