Is there a difference between radiusd -X vs Centos 6 startup radiusd

Are you sure it's running?  If you've been running as root before with -X option etc then it's likely some file doesn't have the correct permissions. Also are you selinux enabled?  Might be some policy failure there. ... check with audit2why tool or read the audit log.
