  That's wrong.  It looks like the build process failed somehow.  The
"@localstatedir@" text is a place-holder.  It's supposed to be fixed
during the "configure" stage.

  It looks like you've copied raddb/radiusd.conf.in to
raddb/radiusd.conf.  Don't do that.  Do the normal build.
