  Hmm... the "man dictionary" documentation is wrong, unfortunately.  I'll fix that.  You should do something like:

BEGIN-VENDOR	FreeRADIUS	format=Extended-Vendor-Specific-1
ATTRIBUTE	FreeRADIUS-Blah-Blah		1 integer

END-VENDOR	FreeRADIUS
