He doesn't have to use that tool. There are other, multi-platform tools
which create those configs.

You should maybe read http://freeradius.org/enterprise-wifi.html which
among others points you to the Enterprise Network Configuration
Assistant Tool https://802.1x-config.org - or for eduroam customers,
https://cat.eduroam.org.
