Exactly, I have searched the failure in the wrong direction and obvious ignore the nearest point of failure.

(0) pap : Comparing with "known-good" SHA2-Password
(0) pap : User authenticated successfully

Without commenting on the freeradius-side of the setup, shouldn't the hash be this instead?

$ echo -n "12345678" | openssl dgst -sha256 (stdin)= ef797c8118f02dfb649607dd5d3f8c7623048c9c063d532cc95c5ed7a898a64f
