This is usually an indicator that there is a mistake with your AVP
pair then. You are dropping the user into a non-existing VRF, or
attaching them to a loopback and assigning a static route in a
different VRF, or assigning them a WAN IP not valid in that VRF etc.

The least you can put in is a static route AVP. I hope that helps somehow.
