PPA stable 3.x plans for Ubuntu 16.04?

I've just updated ppa:freeradius/stable-3.0 to 3.0.11, and add xenial
as well. It's based on upstream source with minimal changes (only
debian/changelog. Except for precise, long story).

Again, this ppa is an unofficial build, use at your own risk. Ubuntu's
official FR packages are following debian, which currently stuck at
2.2.8
