Best way is to build .deb packages, then you can indeed 'service
freeradius stop' as it installs init scripts/systemd unit files
for you.

Building packages is easy. See

and

  http://wiki.freeradius.org/building/Building-Ubuntu-packages-from-source

Otherwise you'll have to install the init scripts manually.
