EAP-MD5 Deprecation

I installed via "apt freeradius freeradius-postgresql ..." initially, but
removed it all before switching to the Github repo.

radtest and radeapclient are both still in /usr/bin/ but the Github version
uses /usr/local/bin/ and /usr/local/sbin/ for its directories.
