  Return Acct-Interim-Interval in an Access-Accept.  If the client is written correctly, it *should* use that for accounting messages.

  It's generally configured on the NAS.

  You MIGHT be able to use Acct-Interim-Interval.  But only if the ISP and NAS agree to use it.

  In general if the users is roaming, the remote site sends accounting packets whenever it wants.  And there isn't much you can do to change that.
