Enable LDAP Module in Free Radius 3.0

dont care about your old config.

the server clearly shows that no ldap module is being read in the
mods-enabled directory - ensure you put a symlink to
mods-available/ldap in there...

then, you should see is load up and no more "Ignoring "ldap" (see
raddb/mods-available/README.rst)" errors...
