[v4.0] only run in debug mode (radiusd -X)

I was able to resolve my question as follows:

# cp sbin/rc.radiusd /etc/init.d/radiusd
# update-rc.d radiusd start 80 2 3 4 5 . stop 20 0 1 6 .
