Unable to compile Freeradius 3.0.16

Red hat 5 standard production support ended march 2017.

You may have company ELS support (extended support) until 2020 but imho if
redhat are offering to do that then they must do all the support work and
not put the burden onto open source projects to keep software working with
seriously out of date tooling and libraries (!)
