hi,

look at the debug...or even your config file - it'll tell you what
files the server is reading. in your case thats

private_key_file = "/etc/ssl/private/ssl-cert-snakeoil.key"
        certificate_file = "/etc/ssl/certs/ssl-cert-snakeoil.pem"
        ca_file = "/etc/ssl/certs/ca-certificates.crt"

so, for some reason your server is using the main system CA blob and
snakeoil certs rather than bespoke cert for the service.

change that to read the freeradius3/certs/ stuff and you'll be set
