Counter Attribute Mikrotik-Total-Limit Must be Integer64

Hi, I've solved the same problem with a perl example in the book
"FreeRadius The Beginners Guide by Dirk Van Der Walt". There's a few typos
in the code, but you'll figure it out. The sqlcounter module is not the
best for these purposes as stated in the book.
