How to set Acct-Interim-Interval for all users ?

  Yes... to use the "files" module, you need to tell the server to use the "files" module.

  And it's uncommented in the default config.

  Yes, the server works as documented.  If you read the "man unlang" documentation, it describes how the "update" section works.  And, there are many examples of this in the default configuration.
