FreeRADIUS version?

There was a file locking bug fixed a year or two ago. Log rotation uses
copytruncate, which I suspect was the (unknown at the time) workaround
because of this.

Try using 3.0.20, if that still doesn't fix it try also removing
copytruncate from the logrotate config.
